1.    Received a presentation from the Placer County Visitor’s Bureau as their annual update on the status of the organization.

2.    Authorized the County Executive Officer to sign a contract with the Placer County Visitor’s Bureau to promote and encourage tourism within Placer County, in the amount of $750,000 ($375,000 per year), for the period of July 01, 2018 through June 30, 2020, funded through Transient Occupancy Taxes funds in the Economic Development appropriation at no additional cost to the County.

2.    Authorized the County Executive Officer to sign a contract with the Arts Council of Placer County to promote and encourage interest and participation in the arts and humanities within Placer County, in the amount of $200,000, for the period of July 01, 2018 through June 30, 2019, funded in the Economic Development appropriation at no additional cost to the County.

1.    Conducted a Public Hearing to consider a proposed special assessment and lien to recover the administrative costs of a nuisance abatement action.

2.    Adopted Resolution 2018-115 (PDF) levying a special assessment in the amount of $7,124.15 against the real property located at 10890 Ophir Road, Auburn, California and owned by Christopher M. Lull and directing staff to record a lien in that amount against the real property.

A.    Countywide Office Supplies | Office Depot Inc., of Sacramento, CA (PDF)

1.    Approved the extension of a Countywide agreement with Office Depot Inc., of Sacramento, CA for the purchase of office supplies through December 31, 2018 and increase the maximum amount by $400,000 for a revised aggregate total of $1,300,000.

2.    Authorized the Purchasing Manager to sign all required documents, including change orders up to a cumulative maximum of $100,000, consistent with the Procurement Policy.

A.    Countywide Interoperable Radio Network | Motorola System and Security Maintenance Master Agreement with Motorola, Inc (PDF)

1.    Approved a 10-year system and security maintenance master agreement with Motorola, Inc. in support of the Countywide Interoperable Radio Network in the not to exceed amount of $4,106,644 funded annually by the Administrative Services Department’s Telecommunication Division’s reserve fund and operational budget.

2.    Approved a Budget Revision in the amount of $675,883 within the appropriate accounts of the Telecommunication Division’s Internal Service Fund.

3.    Authorized the Purchasing Manager to sign all required documents.

1.    Approved a contract with Nevada County Behavioral Health to provide 24/7 telephone triage services from July 01, 2018 through June 30, 2019 for a total amount not to exceed $652,788 and authorized the Director of Health and Human Services to execute the contract with Risk Management and County Counsel concurrence, and to sign subsequent amendments not to exceed $50,000 consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.

A.    Okta Support | CDW Government of Chicago, IL (PDF)

1.    Approved the renewal of all Okta services for Single Sign-On, Multi-Factor Authentication, and Auto Provisioning of user accounts from CDW Government of Chicago, IL in the amount of $197,141 for software licenses and related support for the period of December 01, 2018 through November 30, 2019 to be funded by Administrative Services’ FY 2018-19 Final Budget.

2.    Authorized the Purchasing Manager to sign all required documents.

 

B     ProLaw Government Enterprise Application Software | Thomson Reuters Elite of Culver City, CA (PDF)

1.    Approved a change order to an agreement with West Publishing Corporation doing business as Thomson Reuters Elite of Culver City, CA for ProLaw Government Enterprise Application software in the amount of $15,163 for a revised maximum amount of $133,207. Funding is provided by the County Counsel’s Office in the FY 2017-18 Final Budget.

1.    Approved a Commendation honoring Major Richard J. Armstrong on his retirement after more than 30 years of service in the United States Marine Corps.

19.  COUNTY EXECUTIVE

A.    Reaffirm a Local Emergency Proclamation in Placer County due to Tree Mortality

1.    Adopted Resolution 2018-118 (PDF) to reaffirm a local emergency in Placer County due to tree mortality.

 

B.    Program Funding | County Firewise Community Program and the Placer County Sheriff’s Office Search and Rescue Program (PDF)

1.    Obligated $45,951.50 in Secure Rural Schools & Community Self-Determination Act of 2000 and the Emergency Economic Stabilization Act of 2008 Title III program funding to support the County Firewise Community Program and the Placer County Sheriff’s Office Search and Rescue Program.

2.    Authorized a 45-day public noticing of the planned use of these funds and return to your Board on September 11, 2018 with any input from the public and to request final approval of planned expenditures.

 

C.    Placer County Economic Development Board (PDF)

1.    Confirmed seven appointments for the Placer County Economic Development Board: Dr. John Jackson (private education), Dave Attaway (tourism), Chuck Heisleman (utilities), Kimberley Bleichner-Jones (healthcare), Veronica Blake (non-profits), William H. Duncan, IV (public education), and Joseph Glenn (communications).

 

D.    Recycling Market Development Zone | Incentive Fund Application  

1.    Adopted Resolution 2018-119 (PDF) authorizing the Director of Economic Development to submit an application to the California Department of Resources and Recovery (CalRecycle) for Recycling Market Development Zone Incentive Fund Program funding in the total amount of $18,000 for fiscal years 2018-19 through 2020-21, to assist with local outreach and development of recycling-related businesses in Placer County.

 

E.    Ordinance Amending Allocation of Positions

1.    Adopted Ordinance 5913-B (PDF), introduced June 26, 2018 amending the personnel allocations of various departments to reflect allocation changes approved with the FY 2018-19 Proposed Budget.

A.    Behavioral Support and Emergency Staffing Services | Contract with Maxim Healthcare Services

1.    Approved a contract with Maxim Healthcare Services to provide skilled behavioral supports and emergency staffing services from July 01, 2018, through June 30, 2019, in an amount not to exceed $25,000 and authorized the Director of Health and Human Services to execute the agreement with Risk Management and County Counsel concurrence and to sign amendments consistent with the subject matter and scope of work up to 10 percent of the amount with Risk Management and County Counsel concurrence.

 

B.    Placer County Older Adult Advisory Commission | Bylaws Revision

1.    Adopted Resolution 2018-120 (PDF) approving the Revised Placer County Older Adult Advisory Commission Bylaws.

 

21.  HUMAN RESOURCES 

A.    Classification and Allocation Ordinance Changes for the Library

1.    Adopted Ordinance 5914-B (PDF), introduced on June 26, 2018, amending the un-codified Schedule of Classifications and Compensation Ordinance and the un-codified Allocations of Positions to Departments Ordinance as follows.  

a.    Retitle and revise the Library Clerk – Senior classification salary grade GNRL 49 ($3,404.86- $4,138.52 monthly) to Library Supervisor salary grade GNRL 61 ($3,753.86- $4,562.71 monthly).

b.    Retitle the Library Assistant II classification salary grade GNRL 76 ($4,236.57- $5,148.47 monthly) to Library Specialist, same salary grade.

c.    Reallocate one Administrative Secretary salary grade GNRL 64 ($3,841.74- $4,669.74 monthly) to Executive Secretary salary grade GNRL 76 ($4,235.57- $5,148.47 monthly).

d.    Reallocate one Library Assistant-Senior salary grade GNRL 91 ($4,790.88- $5,823.38 monthly) to Library Supervisor salary grade GNRL 61 ($3,753.86- $4,562.71 monthly).

e.    Reallocate one Library Assistant-Senior salary grade GNRL 91 ($4,790.88- $5,823.38 monthly) to Library Specialist salary grade GNRL 76 ($4,236.57- $5,148.47 monthly).

f.     Reallocate one Library Literacy Specialist salary grade GNRL 76 ($4,235.57- $5,148.47 monthly) to Library Specialist, same salary grade.

g.    Abolish the classifications of Library Page, Library Circulation Supervisor, Library Literacy Specialist, Library Assistant I, and Library Assistant – Senior.

h.    Remove the unfunded allocations for one Library Services Manager and one Librarian-Senior.

B.    Classification and Allocation Changes for the Auditor-Controller’s Office (PDF)

1.    Introduced an Ordinance amending the un-codified Schedule of Classifications and Compensation Ordinance and the un-codified Allocations of Positions to Departments Ordinance as follows. Oral reading waived:

1.    Create the classification of Enterprise Resource Planning (ERP) Analyst MNGT Grade 422 ($6,683.73- $8,190.00 monthly), and allocate four ERP Analysts to the Auditor-Controller’s Office.

2.    Create the classification of Enterprise Resource Planning (ERP) Analyst-Senior MNGT Grade 432 ($7,442.93- $9,044.53 monthly), and allocate 2 ERP Analyst-Seniors to the Auditor-Controller’s Office.

3.    Create the classification of Enterprise Resource Planning (ERP) Manager MNGT Grade 457 ($9,545.47- $11,604.67) in the unclassified service, and allocate one (1) ERP Manager to the Auditor-Controller’s Office.

 

C.    Professional Legal Consulting Services Agreement | Hansen Bridgett LLP (PDF)

1.    Authorized the County Executive Officer to sign a first amendment to increase the professional services agreement CN013682 with Hansen Bridgett for legal consulting services for Placer County’s deferred compensation plans in the amount of $20,000, for a total contract amount of $70,000.

 

22.  PUBLIC WORKS & FACILITIES

A.    Auburn Veterans Memorial Hall | Approval of Increased (Refundable) Security Deposit Amounts (PDF)

1.    Approved the recommendations from the Auburn Hall Board of Trustees to increase the (refundable) security deposit amount from “equal to” the rental fee amount to “double” the rental fee amount.

 

B.    Bridge Replacement Project on Walerga Road at Dry Creek | Authorization to Advertise and Approve Finance Plan

1.    Adopted Resolution 2018-121 (PDF) to approve the plans, specifications, and Finance Plan for the Bridge Replacement Project on Walerga Road at Dry Creek, Project No. PC2570, and authorized the Director of Public Works and Facilities, or designee, to advertise for construction bids.

 

C.    South Shore Drive Donner Lake Storm Damage Project | Contract Amendment (PDF)

1.    Approved an increase to the South Shore Drive Storm Damage Project Construction Contract Number 000975 in the amount of $150,000, for a total contract amount of $512,000, and authorized the Director of Public Works and Facilities, or designee, to execute a Contract Change Order for Add Alternate 2 of the original contract bid documents and any other necessary Contract Change Orders up to the increased total.

 

D.    Truckee River Recreational Access Trail | Cost Share Agreement Amendment with Town of Truckee (PDF)

1.    Authorized the Director of the Department of Public Works and Facilities, or designee, with County Counsel and Risk Managements concurrence to execute an amendment to the Reimbursement Agreement with the Town of Truckee, increasing the reimbursement from $41,293.50 to $56,735.50.

 

E.    Regional Park Playground Renovation and Security Cameras | Use Agreement with Auburn Area Recreation and Parks District (PDF)

1.    Approved and execute a Use Agreement with Auburn Area Recreation and Parks District authorizing the use of Park Dedication Fees from Recreation Area #5, Meadow Vista-Auburn Area, in the amount of $125,000 for renovation of the Regional Park south-end playground with an accessible path of travel and security camera installation.

2.    Approved a Budget Revision appropriating $125,000 to the Parks and Grounds Operating Budget from Park Dedication Fees Recreation Area #5, Meadow Vista-Auburn Area.

 

F.    Del Oro Tennis Courts | Use Agreement with Placer Union High School District (PDF)

1.    Approved a Use Agreement with Placer Union High School District authorizing the use of Park Dedication Fees from Recreation Area #7, Loomis Basin Area, in the amount of $20,000 for renovation of the Tennis Courts at Del Oro High School in Loomis.

2.    Approved a Budget Revision appropriating $20,000 to the Parks and Grounds Operating Budget from Park Dedication Fee Recreation Area #7, Loomis Basin Area.

 

G.   Better Utilizing Investments to Leverage Development Grant for Placer Parkway | Authorization to Execute and File Application (PDF)

1.    Authorized the Director of Public Works and Facilities, or designee, to submit an application to the United States Department of Transportation for a Better Utilizing Investments to Leverage Development grant for Placer Parkway and to implement the grant program if awarded.

 

H.    Federal Transit Administration Assistance | Authorization to Execute and File Applications   

1.    Adopted Resolution 2018-122 (PDF) and authorized the Director of Public Works and Facilities, or designee, to execute and file applications for Federal Transit Administration assistance on behalf of Placer County.

2.    Execute and file the required certifications, assurances and other documents on behalf of the County binding the County to Federal requirements.

3.    Execute grant agreements with the Federal Transit Administration and the State of California.

 

23.  SHERIFF

A.    Pathology and Morgue Services | Contract with Yuba County (PDF)

1.    Approved a contract between the Placer County Sheriff’s Office and the Yuba County Sheriff’s Office for pathology and morgue services with a base annual amount of $110,000 for the term of July 01, 2018 to June 30, 2020 and allow for two (2) one-year renewal options and authorized the Purchasing Manager to execute all subsequent renewals allowable under the contract.

           

24.  TREASURER-TAX COLLECTOR

A.    Temporary Borrowing of Treasury Funds for FY 2018-19 (PDF)

1.    Approved the temporary borrowing of Treasury funds for FY 2018-19 by the Golden Sierra Job Training Agency ($50,000), as prescribed by the California State Constitution.

Any document submitted for consideration shall be submitted to the Clerk of the Board of Supervisors, 175 Fulweiler Avenue, Auburn, CA 95603 no later than 5:00 p.m. the day before the scheduled meeting.  Any documentation submitted at any noticed videoconferencing site will become part of the official record, but will not be disseminated to the Board prior to the Board’s action.  NOTE: An alternate location may be offered as a courtesy for a Board meeting but may be closed due to inclement weather or may not be available if technology fails.  If the site is closed due to inclement weather, a notice will be posted by 9:00 a.m. the day of the Board meeting.
