PCAPCD 2021 CEQA Review Policy Amendment

 

For Immediate Release: June 17, 2021 

The Placer County Air Pollution Control District (District) would like to invite the public to review and provide comment on the draft 2021 amendment of the District’s “Review of Land Use Projects under CEQA” Policy (CEQA Review Policy). The CEQA Review Policy was adopted by the District’s Board of Directors in 2016. It includes the recommended significant thresholds and review principles to guide District staff for reviewing and recommending mitigation measures to offset land use project related air quality impacts in Placer County. 

 In June of 2020 the Fourth Appellate District of California published decisions addressing the case of Golden Door Properties, LLC v. County of San Diego. Within the statement, the Court held opinions on the use of purchased Greenhouse Gases (GHG) offset credits and described what criteria should be applied to determine suitable GHG offset credits for mitigating a project’s related GHG emissions. Because of this court decision, District staff proposes to amend a review principle within the CEQA Review Policy to recommend how an off-site mitigation measure can be determined, and what options and criteria can be used to obtain offset credits to mitigate land use related GHG emissions.

 The District is hosting a virtual public workshop on Monday, June 28, 2021, from 2:00pm to 3:00pm. The workshop will feature a presentation for the proposed amendment of the CEQA Review Policy.
