Rule 503 - Emission Statement - AMENDMENT

NOTICE OF PUBLIC HEARING
PLACER COUNTY AIR POLLUTION CONTROL DISTRICT
RULE 503 EMISSION STATEMENT AMENDMENT


A public hearing will be held beginning at 2:30 P.M., Thursday, October 8, 2020, before the Board of Directors of the Placer County Air Pollution Control District (District) for the purpose of reviewing the proposed amendments to Rule 503 Emission Statement and providing the public with an opportunity to comment.

The United State Environmental Protection Agency (U.S. EPA) published the final rule to implement the 2015 ozone national ambient air quality standard on December 6, 2018 (83 FR 62998). The implementation rule requires emission statements from owners or operators of each stationary source of nitrogen oxides (NOx) and volatile organic compounds (VOCs) in Placer County in accordance with Section 182(a)(3)(B) of the federal Clean Air Act. The District proposes the Rule 503 amendment as a revision to State Implementation Plan for ozone to comply with this federal regulation for emission statement requirements. Comments regarding the proposed rule amendments may be submitted in writing to Placer County Air Pollution Control District at 110 Maple Street, Auburn, CA 95603. Public participation procedures due to COVID-19 concerns:

Public participation is encouraged at these public hearings, but in order to protect public health and safety due to potential continued concerns regarding COVID-19, the public may not be able to attend in person. The Placer County Board of Supervisors Chambers, where the District’s Board meetings are normally held, may be closed to public attendance to comply with physical distancing guidelines. In accordance with Governor Newsom’s Executive Order N-29-20, citizens who wish to comment or listen to the meetings should be prepared to do so via a dial in phone number or via a remote online teleconference. Please refer to the District’s Board Agenda, which will be publicly posted at least 72 hours prior to the meetings, for details regarding how the public can participate. The agendas will be posted at www.placerair.org and at our District Office at 110 Maple Street, Auburn, CA. The District encourages public commenters to submit comments in writing prior to the meetings via email to the Clerk of the Board at sharroun@placer.ca.gov.
