PLEASE NOTE: THE PLACER COUNTY APCD BOARD MEETING SCHEDULED FOR OCTOBER 10, 2019 HAS BEEN CANCELLED. Therefore, the October 10, 2019 Board meeting referenced in this Public Notice will now occur on December 12, 2019. If a hearing is requested by the public, it will be held on December 12, 2019. The Placer County Air Pollution Control District (District) proposes the regulatory action of adopting a determination, and making the Negative Declaration, that there are no emission sources in Placer County that exceed the Reasonably Available Control Technology (RACT) emission threshold established by the US EPA Control Technique Guideline (CTG) document for the Oil and Natural Gas Industry source category. Because the District is a severe non-attainment area for ozone, Section 182(b)(2) of the Federal Clean Air Act Amendments of 1990 (CAAA) requires the District to implement RACT for all sources covered by a CTG, or alternatively document that there are no sources in the District subject to the CTG. If adopted, the Negative Declaration will be submitted as a proposed revision to the State Implementation Plan (SIP).
If a hearing is requested by any member of the public by October 3, 2019, the District Board of Directors will hold a public hearing on Thursday, October 10, 2019, at its regular meeting beginning at 2:30 PM, at the Placer County Board of Supervisors Chambers, 175 Fulweiler Avenue, Auburn, California. If no request from the public is received, the hearing will be cancelled. Notice of the cancellation of the public hearing will be provided by an announcement on the District website, www.placerair.org, or the public may call the District Office to find out if the hearing has been cancelled. If the public hearing is cancelled, the proposed action will be considered for adoption by the District Board of Directors as a consent item at the meeting mentioned above.
In addition to the opportunity to request a public hearing, all interested parties are advised of the opportunity to comment in writing on the proposed action. The proposed Negative Declaration resolution and supporting documents can be viewed at the District’s website at www.placerair.org, or at the District Office.
